Add Stay

notes=if specified, variable with notes you want added to the stay

In counties that don’t have a detention center it is easy to forget to add a facility stay for a child that is detained, so this update will add it for them. This will add the stay detail, but should be followed with a facility stay reason to link it to the appropriate case
